My near-three year old is very petite and wears 18-24 months and these fit her nicely, even wearing a Pull-Up (which horrified her as she's potty trained, so you-all owe me for the tantrum). I gifted a 2T-4T pair to her (normal-sized) older cousin and they were a good fit on her as well, again including a Pull-Up (no tantrum). Washed well and shaped stayed true as well.
